      Shandong Jinan Qilu Science Patent Office Ltd. (involving foreign patent affaires) is a restructured unit of the former Shandong Patent Law Office， which is affiliated to Intellectual Property Office of Shandong， and is the first patent agency concerning foreign patent affaires in Ji’nan designated by State Intellectual Property Office of the People's Republic of China. And branch offices are established in Dongying， Qingdao and Liaocheng.

      There are 15 qualified patent agents in the company， 95% of whom are senior experienced members， and they launched themselves out into such agent services as patent application， patent action and transfer of patent technology in 1986. The rate of application for authorization is 100% for the agency of utility model patent and design patent; the rate of application for authorization is very high for patent of invention due to correct assessment on whether the related technical contents are able to be authorized prior to application. The specialties of patent agents are: machinery， electron， chemical industry， physics， foodstuff and other fields. Among the patent agents， there are two lawyers who are knowledgeable in science and engineering and good at the drafting and application of patents， and experienced in legal proceedings， and thus the rate of winning is high for him as an agent of patent infringement proceedings.

And the company is able to provide such all-round services as technical information， project approval and retrieval of new products， and law.

      Song Yongli， graduated and obtained the bachelor’s degree in 1982; qualified as a patent agent in 1985 and lawyer in 1989. She has been engaging in acting such business as patent application， patent invalidity and patent infringement proceedings since she was transferred into Shandong Administration for Patent Affaires (now renamed as Intellectual Property Office of Shandong) in 1985. In the past more than 20 years， she accumulated rich experience and is proficient in patent action， and document drafting of patent application.
